Research On The Difficulties And Countermeasures Of The Floating Population In China

The right to vote is endowed by the constitution and the law the basic right of citizens to participate in political life, it is a symbol of national democratic politics.The effective protection of citizens' right to vote is an important indicator of the degree of democratization and civilization of a country, it is also an important index to judge the level of the rule of law and the level of constitutionalism in a country. In recent years, China has made great achievements in the protection of the right to vote of citizens, however, the right to vote of the large floating population which appeared with the social and economic development has not get a powerful guarantee. In the one hand, they are making an important contribution to the social economy of the inflow areas, but in the other hand, their right to vote as a basic political right has been ignored. This has seriously hindered the process of China's democratic politics and the construction of political civilization. Therefore, We need to focus on the election of the floating population. This paper intends to study the causes of the plight of China's floating population election, in order to put forward some feasible suggestions on how to protect the right to vote of floating population from the system leve.This paper is divided into three parts.Part 1: This part analyzes the plight of running in an election of the floating population in China and introduces the beneficial exploration in practice. Firstly, the paper shows the concept and characteristics of the floating population in China,defines the concept of the floating population in theory, and introduces the meanings and characteristics of the voting rights of the floating population, then points out the double dilemmas which the floating population has faced are running in an election at domicile place and inflow areas. In the end, the paper gives a detailed introduction to the two cities' explorations out of these difficulties of Yiwu and Ningbo, and analyzes the existing deficiencies.Part 2: This part analyzes of the reasons for the plight of running in an election of the floating population in China. The paper analyzes the reasons in four aspects,including of the household registration system, the electoral system, the mechanism of interest connection,as well as the subjective consciousness of the floating population.Then points out that the disadvantages of household registration system, the lagging of electoral system,lacking of interest related mechanism,and an indifferent attitude towards elections of floating population together have caused the plight of the floating population.Part 3: On the basis of the analysis of the first and second parts, the paper gives a preliminary study on how to help the floating population out of the plight of running in an election,then puts forward countermeasures to solve the plight of running in an election of the floating population : First,reforming the current household registration system, to separate the right to vote from the household registration system; Second,improving the current electoral system and protecting the rights to run in an election of the floating population; Thirdly, to establish interest related mechanism to ensure the realization of the right to vote for the floating population; Fourthly, improving the enthusiasm of running in an election of floating population from the economic point of view; Fifthly, to expand the publicity, and improving the democratic consciousness of floating population.In short, protecting the rights of election of the floating population still has a long way to go,it needs the support and care of the whole society,the reformers'strong determination, the confidence of scholars pursuing the democracy and rule of law, as well as the self awareness' waking of the floating population to run in an election.
