Research On Local Government Urban Governance Path Based On Learning Organization Theory

In recent years,urban governance gradually got the attention of local government in China,how to improve the level of urban governance to promote healthy and orderly development of the city became the focus of local government work.Since 1965,when the Buddha farce,(Jay Forrester),a professor at the first time put forward after the learning organization theory,the scholar Peter Senge(Peter m.Senge)in 1990,puts forward the management practice of learning organization of the bible of five,namely self transcendence,mental models,shared vision,team learning,systems thinking,and from then on,scholars into the learning organization theory research,and apply this theory to public management,and other fields.In this paper,applying learning organization theory to local government in urban governance,analyzes the problems of local government in urban governance in China,and puts forward the local government with the help of a learning organization theory urban governance path.Centering on the learning organization theory,this paper makes a research on urban governance path selection of local government.Divided into the following parts.The first part mainly elaborated the urban governance of local government related concept,learning organization theory,learning organization theory of the five dimensions,analyzes the learning organization theory is used to study the significance of urban governance of local government.The second part is mainly based on the content of the learning organization theory of the five dimensions,analyzes the problems of local government in urban governance.Main difficulties: first,the concept of urban governance of local government weakened;Second,the local government,lagging of urban governance;Third,the local government behavior deviation of urban governance;Fourth,the lack of urban governance of local government functions;Fifth,the local government dominant status of urban governance.The third part mainly from the perspective of learning organization theory and analyzed the local government in urban governance in the cause of the trouble,the reason mainly has: first,lack of local government to strengthen the concept of urban governance;Second,the innovation of the local governments lack of urban governance means;Third,the lack of urban governance of local government behavior norms;Fourth,the improvement of the lack of urban governance of local government functions;Fifth,lack of local government and the urban governance body of collaboration.The fourth part based on the analysis of the learning organization theory,proposed the urban governance path selection of local governments,mainly includes: first,change the thinking mode of local government to strengthen urban governance ideas;Second,to promote the local government innovation self-exceeding city governance means;Third,establish a Shared vision of local government regulate the behavior of city governance;Fourth,enhance team learning to perfect the urban governance of local government functions;Fifth,strengthen local government system thinking integrating urban governance body.
