However, as an emerging industry, outer space tourism is still in the preliminary stages of development, and lack of practice, regardless the "blank ” of the protection on interests for outer space tourists on the legal aspects. Though the lack of special provisions, we could still find something to rely on. It's true that outer space tourists and astronauts have some differences, but as a human who get into outer space, they two have a relatively consistent application of law. Because of the special natures for outer space tourism,tourists are facing a standard of eligible or not. At the same time, as the environment is dangerous and harsh of outer space, and the limitation of technology, the tourists should be qualified with excellent physical and mental qualities. The "Convention on International Liability for Damage Caused by Space Objects" expressly provides that the nation should be responsible for most of liability for damages. This points out a way for the tourists who got injured at outer space, and combines the corresponding liability for damages, and helps the tourists to safeguard their legitimate rights and interests. In addition, inter-governmental cooperation agreement ISS formulated the criminal jurisdiction of the space station, which has a very important reference value to the criminal jurisdiction relates to outer space tourists.As outer space tourists travel in outer space activities may have to bear a number of risks,they need outer space insurance system to avoid the risk of diversion and to provide a guarantee. However, the lack of technology makes it not mature enough for practice, leading to the existing of legal norms of outer space travel. In order to protect the legitimate rights and interests of legal liability outer space tourists fully, and make rules more clearly for outerspace tourists, relevant international treaties and domestic regulation should make appropriate adjustments. And because of the special nature of outer space tourism activities, we should consider the idea of making specific legislation, and creating the appropriate specialized event management agency,for the purpose to maximize the service experience of space tourists, and protect security of life and property for tourists.
