Research On The Emergency Management Intelligence Fusion Platform For Mass Emergencies

Mass Emergency Management study is hot spot in these years.In this paper,we learn from the achievement of US intelligence fusion centers practicing,based on information fusion technology(such as multi-sensor fusion,heterogeneous integration,asynchronous fusion technology)to improve intelligence gathering capacity of the government by information network specialist(based on network intelligence personnel).The platform can solve the problems of traditional Mass Emergency,such as weakness of intelligence analysis,intelligence sharing among sectors,information silos and other issues.Based on the platform we can improve the ability to obtain and analyze intelligence of emergency management,and ultimately improve efficiency of management.This paper are mainly following aspects:(1)Mass Emergency Management and Intelligence Fusion overview.Introduces the basic concepts of mass emergency management,features and management process,the Group of emergency management work summarized as "three characteristics" and "three times." Three feature is legalized,plans and collaborative;three periods mainly refers to the group of emergency management is divided into early,middle and late.Introduction intelligence fusion background,the concept of the development process and intelligence fusion.Combined with China’s Mass Emergency Management Problems such as: the ability to obtain information the government is not strong,poor inter-departmental information sharing and other issues,propose solutions and ideas program,the group of emergency management and intelligence fusion combined achieve mass incidents scientific management.(2)Construct the Mass Emergency management intelligence fusion platform.Author describes the needs of the platform;Then gives platform configuration structure;after that gives configuration structure of the platform;Next to it,illustrate the constituent elements and functions of the platform,including information collection module,intelligence gathering module and Information security modules;Finally,describe the process of platform operation,like pre-emergency management,mid-emergency management and late period of the process.(3)Describes the external support of the Mass Emergency Management Intelligence fusion platform.So the Mass Emergency Management Intelligence fusion platform can achieve based on,including,the support the government,law,technology and talent,and many other factors.
