| The new urbanization strategy regards human as the core, which aim to realize the humans’ modernization. Many new ways emerged in promoting the transformation of medernization. The new-type community is the typical one which roots in the new rural construction and the new urbanization. In the modern transformation, the new-type community concentrated on improving the life of residents and the governance system of community. The governance system contains many fields of institution, whose innovation have profound influence on the performance of social governance. But the new-type community mostly resulted in the institutional planning, which regulates the new community’ development. Facing to the tough trouble which stemmed from the social transformation and grassroots politics, the new-type community should innovate the governance mechanism. Thus, the deliberative institution is a path of community construction. The academic research on deliberative institution is abundant, but the research on the construction of grassroots deliberative space is scarce. Especially in the context of the grassroots political development, we must construct positively the grassroots deliberative institution and space. Consequently, we should focus on the current organizational framework, combine with the grassroots political development, project rationally the grassroots deliberative institution including the new-type community, and provide a feasible way to construct the deliberative space. The paper consists of five parts which discuss the deliberative space in the grassroots politics.The first part, includes the introduction, concepts and theoretical foundations, introduces the background and significance of the topic, and introduces the domestic and foreign research on the topic. This part defines the basic concept, explain the theory of deliberative democracy, governance, public choice, and civil society.The second part, which based on the investigation of Zhangqiu’ new-type community, introduces the new-type community. This part focuses on the organizational framework and operational mechanism, lists the model of deliberative institution, and describes the new needs of deliberative institution.The third part, introduces the political development of the new-type community and its impact on the deliberative institution. Focused on the government authority, community self-organization and individual citizen, it concludes the trend on grassroots political development, and then analyzes the trend of grassroots deliberative institution.The fourth part, learns from the domestic and international experience in the construction of deliberative space. We selects the more successful deliberative patterns and concludes some different experience.The fifth part, discusses the ways to construct deliberative space in the development of grassroots politics. The key points include the construction of deliberative institution, the project of deliberative network, the cultivation of civil culture. |
