In ancient China, chief executive is also the judicial,so their official philosophy also includes these judicial ideas such as "interest litigation", "cautious punishment" and "justice", these ideas are worthy of today's judicial officer to reference.This paper focuses on extract the official concept contained in the history ofofficial Proverbs Literature(especially in the Qing Dynasty “ official Proverbs ”),mainly adopts literature analysis, class analysis method, comparative research method,and summarizes related content, and learn from the results of previous studies, using research methods and their techniques, the concept of the “ official Proverbs ” and the characteristics of each stage of development,in the middle of the body, just discussed this several abstracted official philosophy as the rule of virtue, to the people oriented,honest, diligent, interest disputes, cautious punishment.
