The Court of Justice of the European Union(ECJ) is a special internationalcourt.It was firstly established in the early stage of the European integration started inthe1940s of the past century and entitled with three core judicial rights: the right ofpreliminary ruling,the right of law interpretation,the right of judicial examination。In the past decades, The Court of Justice of the European Union(ECJ)(and its2early forms) has been committed to judicial law making with its core judicial powersby solving the problems of law conflicts(mainly in the field of international privateslaws),the problem of Union law application,and by gapping1thedifferences betweenthe laws of the member states and the Union and established a wide range of new lawprinciples.By this special means of judicial law-making, the ECJ has formed aspecial European Union law system mainly composed of case laws,the law systemsof the member states and the basic treaties of the European Union.To study the special judicial law-making, this article firstly introduces theforming of the ECJ,secondly investigates the basic structure,core powers andfunctions of the ECJ,thirdly analyzes the process of the judicial law making of it.
