As a new form of both culture and economy, cultural industry has become a critical component of a country’s (region’s) soft power, taking an increasing proportion in national economy and achieving a growing concern. After the accomplishment of industrialization, western countries are shifting the emphasis of economy to service industry and some high value-added areas, by devoting great effort to developing cultural industry and pushing a congregational development of it. In accordance with the state’s general plan on promoting China’s cultural industry in the coming culture era, this paper summarizes the existing archives and compares and analyzes typical cases with the help of new public management theory as well as industrial agglomeration theory, explores the regulations of the space congregation of cultural industry, and researches new approaches for Yancheng’s cultural industry, in order to provide theoretical support and operative ideas for regional cultural industry and enhance urban competitiveness, advance the transition of Yancheng’s economy, make full use of the social and economical benefits that cultural industry brings, and cultivate the cultural industry into a strategic pillar industry of national economy and a crowd-pleasing modern service industry. This paper consists of 4 parts. The first part is an analysis of how the New Public Management Theory guides the congregational development of cultural industry. The second part researches the very situation of Yancheng’s cultural industry cluster district, so as to find out the features of its development, compare the pros and cons of the development process and analyze the problems it faces now. In the third part, typical examples are discussed. By comparing industry cluster districts broad and home, such as USA, UK, South Korea, Taiwan, Hong Kong, Beijing and Shanghai, it draws out much experience helpful to the development of Yancheng’s own cultural industry. The fourth part gives a conclusion of the whole paper, builds a space model that fits Yancheng’s cultural industry agglomeration and puts forward advices on promotion of the development of Yancheng’s cultural industry agglomeration.
