Medical insurance is an important part of social security system in China.The selection of payment means is supposed to be crucial to the sustainable development of the medical insurance system.In the reform of medical and health system,with the development of social economy,primary payment means of the basic medical insurance has not been able to meet the needs of the development of basic medical insurance in the promotion of service and management needs.Therefore,Yunnan Province reform the basic medical insurance payment means.Prepayment system came into being.The present research surveys the basic medical insurance system in Yunnan Province and the reform of the payment system,with special reference to x hospital in Yunnan Province,as well as the prepayment system's influence on local tertiary hospitals.Firstly,the prepayment system has brought some positive effects,such as the implementation of the prepayment system to promote public hospitals to enhance the sense of cost savings,which is consistent with the original system design objectives.At the same time,it also brought some positive effects beyond the positive impact of the original system design goal.Not only performance promotion,but also optimal use of medical resources.However,negative effects shall not be ignored,i.e.,the enthusiasm of health workers,the cash flow of hospitals,and the medical insurance management of hospitals.The thesis tends to summarize the relevant theories of public management,refer to the experience of health care reform in developed countries and typical Chinese cities in the East,Middle,and West.Adequate plans are also proposed to tackle the problems caused by negative influence.
