Since the reform and opening up,the civil aviation industry in our country has been developing rapidly,the scale of the industry has been constantly expanding,the passenger throughput has continued to grow,and the pressure on flight security work has also been unprecedentedly huge.Especially in recent years,with the worsening of climate change and atmospheric pollution,frequent bad weather such as heavy fog,rainstorm,sandstorm and heavy snowfall have brought great security risks to flight safety.Among them,the decrease of visibility caused by heavy fog and heavy rainfall is the main reason that affects the safe of flights and causes the large-scale flight delays.With the rapid development of China's civil aviation industry and the increasing demand for air traffic,how to improve flight operation efficiency and reduce the risk of delay under the conditions of low visibility has become.a hot topic at home and abroad recently.In this paper,the cases of large-scale flight delay caused by low-visibility operation of Kunming Changshui Airport in recent years are taken as examples to analyze and study the problems existing in low-visibility operation and management and optimization.This paper first analyzes the data of large-scale flight delays caused by the low-visibility weather in Kunming Changshui Airport and compares the number and data of delays after the implementation of low-visibility procedures to explain the importance of low-visibility operation and management.Through the management of infrastructures,airport surface activity management,airlines management,air traffic control and meteorological forecast mechanism management involved in low-visibility operation,the author analyzes the duty,operation flow and information transmission mode of each guarantee unit,Low visibility management operation status,and find and draw the problems of low visibility operation and management;Secondly,according to the existing problems,using Delphi method to determine the weight of factors,combined with the SAD model to calculate the impact of the existing problems and analysis of the proposed Kunming Changshui Finally,based on the actual situation of Kunming Changshui Airport,three evaluation indexes of "technology","economy" and "adaptability" are constructed.Through the establishment of AHP model,the optimized low-visibility management mode is verified And evaluation,provide reference for improving flight operation efficiency when Kunming Changshui Airport low-visibility operation.
