The frequent occurrence of heavy rain,especially in the rainy season continued heavy rainfall,so that a large area of China’s flood disaster spread.Many cities have been caught in the dilemma of "water city".In recent years,the city waterlogging problem has increasingly become a major weakness of city development in china.When the annual rainy season,there is always a lot of city have continued to join the ranks of "water city".The problem of city waterlogging has become one of the major problems limiting the development of the city.In order to solve the problem of city waterlogging,the general office of the State Council issued " the Guiding opinions on promoting the construction of the sponge City” in October 2015,and actively promoting the sponge city construction work.The document clearly pointed out that through the construction of the sponge City,minimizing the impact on city development and construction of the ecological environment.In 2015 the Ministry of finance,Ministry of housing,Ministry of water resources and other departments to deploy sponge city construction tasks,the provinces and cities are also actively respond to promote the construction of the sponge city.With the continuous progress of the construction project of the sponge city construction,a series of traffic problems also arise.During the construction of the sponge City,many road projects are constructed at the same time,which will lead to different degrees of damage to the original road network structure.If the lack of effective construction arrangements,will inevitably lead to urban traffic congestion even more chaotic situation.In this paper,under the premise of ensuring that all the project deadlines are met,how to plan the construction schedule under different circumstances,not only to ensure the progress of the project,but also to reduce the interference of the normal travel.The main work of this paper is as follows:1.In this paper,I refer to a large number of literatures,and investigate a number of construction projects in different regions,summed up a number of representative construction methods.These construction methods are considered at the same time during the day and night of two kinds of traffic flow with different time2.In view of the specific construction situation in the construction of the sponge city,and in the two cases of "deterministic construction" and "uncertain construction",this paper proposes a multi-link concurrent construction model and optimization algorithm.The improved genetic algorithm is used to optimize the construction time and construction method.Not only can reduce the travel cost of residents,but also reduce the interference of normal travel.3.In this paper,Sioux-Fall road network as an example to verify the model and algorithm,the optimal construction and scheduling scheme in two cases.By recording and comparing the objective function values of different construction schemes,proves the validity of the algorithm.4.Based on the previous theoretical research,this paper designs and implements a multi-link concurrent construction system.The system can be based on the specific construction of the city and the construction of a reasonable optimization of the construction plan.In summary,this thesis implements a multi-link concurrent study on construction scheme and realization of the system during the construction of the sponge city.The successful implementation of the system has the following meanings:1.The system will provide feasible construction scheme for the road construction in the sponge city construction period;2.The research results will be used for reference in other situations;3.The system will be of guiding significance for the normal travel of residents during construction.
