Study On The Water Environmental Effects Of The “Twelfth Five-Year Plan” Weihe River

Weihe River, the mother river of Shaanxi, plays an important role in the economic and social development of this area. After years of efforts, harnessing countermeasures of Weihe River, especially the prevention and control of pollution have achieved initial results. However, the frequent floods together with fragile ecological problems have not been fundamentally resolved. According to the current ecological situation of Weihe River combined with the economic and social development planning of Weihe basin, the Shaanxi provincial government in 2010 promulgated and implemented the "Weihe All Remediation Planning". With Scientific Development Outlook on Development as guidance combined with the characteristics and future development needs of Weihe coast, the aspects of overall planning, rational utilization, promoting the flood control of Weihe River, river protection, water pollution control, tourism water diversion and sediment reduction, the development of systematic and comprehensive renovation and construction of riverside industrial development promote economic development of the related industry.From the initial period of the "13th Five-Year", the analyses of the ecological effect on comprehensive measures of the water environment of Weihe River is based on the former "12th Five-Year ". The "13th Five-Year" put forward countermeasures and suggestions to strengthen the comprehensive management of Weihe, which has both theoretical significance and practical value. Based on the review of the comprehensive management of Weihe "12th Five-Year" measures, the author selects the corresponding water quality parameters, the use of water environment effects of relevant theories and methods and analyzing the development trend and causes of water environmental quality in Weihe together with the changes before and after treatment, the effect of the "Weihe 12th Five-Year" during the treatment, and found that after the "comprehensive management" in "12th Five-Year" period, water pollution in Weihe has been significantly improved, the ecological function of water in Weihe has been restored, however, the pollution of volatile phenol and oil pollutants have intensified. Besides, flow deficiency, sewage treatment capacity are not balanced. The pollution and agricultural production caused by restricting further improvement of Weihe water quality.Meanwhile, this paper makes prediction of water pollution situation of the end of the "13th Five-Year" and compares the results of 13th Five-Year" Weihe pollution control index. The author finds that in accordance with the existing measures, it is not possible to complete the "13th Five-Year" Weihe pollution control tasks. This paper analyzes the key problems to be solved in comprehensive management of Weihe. Combining with the trend of economic and social development in Weihe River Basin and the natural environment, the author puts forward suggestions on strengthening the comprehensive management of the Weihe River Basin during the period of 13th Five-Year".
