Research On The Difficulties And Countermeasures Of Grassroots Environmental Law Enforcement In China

With the rapid development of China's economic and social progresses,people's living standard has improved significantly,a series of environmental problems inevitably appeared and became increasingly prominent,such as haze,water pollution,red tide,extreme weather has become increasingly normalized,bring great distress to the people's life.Our country's environmental protection work is facing a serious of unknown situation.As the main means of environmental protection departments,environmental law enforcement has a direct effect and obvious advantages on the environmental protection,and as the end of the environmental law enforcement,grassroots environmental law enforcement to combat environmental violations the most direct,the most powerful,the most effective,it plays an important role in the disposal of environmental violations.However,due to the starting late,laws' slow development,team construction delay,weak awareness of environmental protection and some other reasons.In recent years,practice law enforcement mode,environmental protection regulatory organization system and environmental protection related legal system are gradually improving.But,in the specific process of law enforcement,there are still many difficulties and problems in the process of grassroots environmental law enforcement.This paper takes the Q District of Qingdao city as an example,analyzes the current situation and the plight of the grassroots environmental law enforcement emphatically.It points out that environmental law enforcement is not well adapted to the needs of grassroots law enforcement,lack of effective means of law enforcement,grassroots law enforcement agencies to bear the work of environmental protection is difficult,grassroots law enforcement teams still exist in the construction of a variety of outstanding issues and so on make the basic level of environmental law enforcement hovering in the plight,lead to slow improvement in environmental conditions,even the social contradictions of public opinion.As a basic unit of direct to the community,grassroots environmental protection departments solve the plight of grassroots environmental law enforcement has no time to delay.In this paper,in order to promote the grassroots environmental monitoring law enforcement and come out of the grassroots law enforcement dilemma,this study explored the current situation of grass roots environmental monitoring and law enforcement in Q District,put forward the countermeasures to improve the environmental legal system,strengthen the construction of team support and enhance the consciousness of the whole people,and more ways.
