Research On Carbon Emission Accounting And Carbon Productivity Evaluation In Guizhou Province

This paper mainly in the service of ecological civilization construction in guizhou province.Based on carbon emissions in accounting,to assess their carbon productivity,analysis of influencing factors related questions,and puts forward corresponding proposals.Was investigated based on the purpose of this study,we integrated carbon accounting,carbon productivity theory and methods of the assessment,then under the external perspective to build the macroeconomic double goal programming model of production,to produce carbon productivity,ecological effectiveness evaluation.Externality is refers to the individual costs or benefits and social costs or benefits of inconsistencies,lead to market failure,affect the macro economic efficiency.Internalization is a way to deal with externality problem,often associated with the government macroeconomic regulation and control.For selecting the appropriate carbon productivity ascension path,we used the bi-level programming method.So,the problem of system evaluation,promote carbon productivity ultimately characterized by a bi-level multiple objective programming model.Determined the double goal programming ‘s Image Set,to determine the carbon emissions and all possible effective corresponding relationship between economic growth,to provide theoretical calculation basis for carbon productivity evaluation.Through the mechanism design theory,the path of policy simulation theory to analyze the reasonable reduction,among them,we analyzed the problems setting up the system of emissions trading and carbon tax.And then put forward countermeasures for improve the state of carbon in guizhou,in order to promote energy conservation and emissions reduction,development of green economy,realize win-win situation of ecological environment and economic benefits.This is the method and theory of the application layer of the innovation.In addition,carbon and carbon productivity has distinct regional characteristics,and Guizhou belongs to carbon emissions inefficient zone.Therefore,a systemic analysis of carbon and carbon productivity in guizhou has its necessity.This as the research object of innovation.The main content of the article includes the following three parts: The first part is carbon emissions and carbon productivity evaluation theory research.Of which,we mainly discussed the method level of carbon emissions accounting method,the factors influencing carbon analysis,carbon emissions prediction analysis,based on the double goal programming is mainly weak efficient solutions of new carbon productivity evaluation methods.The second part is the empirical application research.Taking guizhou province as the research object,we studied the carbon emissions business accounting,carbon productivity evaluation problem in guizhou.We calculated the guizhou province between 1978 and 2014 carbon emissions,to analyze its influencing factors;Calculated the capital stock of guizhou province from 1978 to 2014,estimates of the amount of the production function form,and under the macro economic,ecological validity estimates the relationship between technology meet the weak pareto efficiency,as the specific standard of carbon productivity evaluation;Further,we use to establish carbon productivity evaluation standard to evaluate carbon productivity status system in guizhou;Finally,we discussed the related influence factors of carbon productivity in guizhou,focuses on the energy consumption structure and industrial structure on the influence of carbon productivity.The third part is the countermeasures.We are using bi-level programming method to investigate emission reduction mechanism design problems,in particular,the government as the upper decision,market of the enterprise as the lower level decision,constructs a corresponding bi-level multi-objective programming model,and gives the energy pricing a theoretical analysis framework,to serve the carbon productivity level of ascension.On this basis,in combination with the practical situation of guizhou province gives the suggestion about the present situation of carbon emissions in guizhou.
