With the development of economic globalization and the global industrial structure adjustment,the focus of economic development gradually from agriculture,industry to service industry,service trade is developing rapidly,the service trade gradually become a major force to promote the growth of the economy.And in the open economy condition,the service trade barriers will influence the development of service trade,and then influence the development of service industry,therefore,to further open trade in services,that is to say,service trade liberalization will impact on the industrial structure.So,how does service trade liberalization affect the change of industrial structure? How does the liberalization of trade in services affect the changes in industrial structure? Are the impacts the same for both developed and developing countries? What is the difference of liberalization of trade in services between developed and developing countries?Based on the above problems,this paper analyzes the impact of the liberalization of service trade on the industrial structure change from the theoretical and empirical aspects.In theory,this paper analyzes the status quo of service trade liberalization and industrial structure development,and analyzes the mechanism of service trade liberalization on the upgrading of industrial structure from the aspects of accumulation of material capital,accumulation of human capital and technological progress.The study shows that service trade liberalization can promote the upgrading of industrial structure through material capital accumulation,human capital accumulation and technological progress.In the empirical study,this article selects 103 countries in the UN database service trade statistics from 2000 to 2014,a total of 15 years bilateral national service trade data.By constructing a gravitational model,the tariff equivalence of each country's trade barriers is obtained,and the impact of liberalization of service trade on the industrial structure of developed and developing countries is analyzed by OLS regression based on robust standard deviation.Research shows that developing countries have greater barriers to trade in services than developed countries,for both developed and developing countries,the reduction of barriers to trade in services,that is,the liberalization of trade in services will help to promote the upgrading of industrial structure,but the impact on developed countries is larger than developing countries.The reason may be that the existing international trade system has inequality and discrimination in the distribution of benefits of service trade liberalization.The developed countries have more benefits from the liberalization of service trade than the developing countries,while the developing countries tend to be passive status.Finally,based on the research and analysis on the liberalization of service trade and the change of industrial structure,this paper puts forward some policy suggestions for the development of China's service industry: First,China's service trade openness is still low,China should further open the service industry;Second,we should continue to improve the personnel training mechanism,and vigorously develop all-round,international service personnel;Third,coordinate the development of trade in services and industrial structure;Fourth,further improve the domestic legal system.
