| In recent years,with the acceleration of economic globalization,competition among countries around the world has intensified.And gradually by the economic strength of the competition into the competition of scientific and technological innovation.The degree of attention and investment of scientific and technological innovation of our government is also increasing.Chinese high-tech manufacturing industry to economic globalization,industrial strategy change,innovation and development as the main focus.It's a new growth point of national economic development.In order to promote the development of the whole national economy,the Chinese government gives financial support for high-tech manufacturing enterprises such as tax reimbursement,tax relief,government subsidies,etc.It encourages enterprises to carry out scientific and technological innovation,and then improve the overall strength of national scientific and technological innovation.Science and technology subsidies to the state free of charge to give financial support to enterprises.It is the additional value of the enterprise economy.In the process of granting government subsidy for science and technology,it is usually accompanied by some rent-seeking activities.Rent-seeking is a kind of unproductive activity that obtains excess profits through bribery,lobbying,etc.High-tech manufacturing enterprises through rent-seeking activities and the government to establish close contact,in order to obtain more science and technology subsidies,enhance their technological innovation.However,some companies do not use technology subsidies for scientific and technological innovation,Just to obtain excess profits,and then lead to the phenomenon of "cheating subsidies".Academia on science and technology subsidies and its economic consequences has done a large number of studies.However,few scholars have studied the technology subsidy and its economic consequences of high-tech manufacturing enterprises in China from the perspective of rent-seeking economics,and compared the differences between the rent-seeking enterprises and non-rent-seeking enterprises in science and technology subsidies and technological innovation.Through reading a lot of relevant literature at home and abroad,this paper analyzes and summarizes existing research on rent-seeking economics,science and technology subsidies,high-tech manufacturing enterprises' scientific and technological innovation,and explores the research angle of this paper.In this paper,it takes the high-tech manufacturing enterprises of 2010-2014 as the research object.It studies the mechanism of enterprise rent-seeking behavior on technology subsidy and its economic consequences.High-tech manufacturing enterprises are divided into rent-seeking enterprises and non-rent-seeking enterprises,and the differences between the two are compared with the results of science and technology subsidies and scientific and technological innovation.On the one hand,whether the enterprise takes the rent-seeking behavior has certain influence on the subsidy of science and technology,and the technology subsidy is related to the rent-seeking cost that the enterprise pays for the rent-seeking activity.On the other hand,the results of scientific and technological innovation are related to the subsidy of science and technology,and the correlation between technological subsidies and scientific and technological innovation results is consistent with that of non-rent-seeking enterprises.The empirical results show that science and technology subsidies will induce enterprises to rent-seeking behavior,and enterprise rent-seeking has a certain impact on technology subsidies.Rent-seeking enterprises than non-rent-seeking enterprises to obtain more science and technology subsidies,Rent-seeking enterprises than non-rent-seeking enterprises to obtain more subsidies for science and technology,and the higher level of rent-seeking the more science and technology subsidies.Technology subsidies to a certain extent,can promote scientific and technological innovation.The enterprises receive more science and technology subsidies,the more scientific and technological achievements.However,when there is rent-seeking behavior,the technology subsidy of rent-seeking enterprises is negatively correlated with the effect of technological innovation.In this paper,the enterprise rent-seeking,technology subsidies and technological innovation results are interrelated.Based on the research,this paper puts forward the suggestions,which provides theoretical guidance and reference for improving science and technology subsidies.And it also complements and enriches the research field of science and technology subsidy,scientific and technological innovation. |
