With the development of China's economy, railway construction, as a large-scale construction projects with social significance, plays an important role in China's economic development. And in the construction of the railway project, construction site labor and employment pattern has taken place great changes, only the development of new labor and employment mode in order to adapt to the demand of the development of contemporary railway construction, shelf team as a labor organization mode, is a new model proposed by the Ministry of Railways in the construction of Beijing Shanghai high speed railway and through the construction of the Beijing Shanghai high iron prove the mode is currently relatively ideal railway construction organization mode and labor and employment management mode. Under the principal-agent mechanism, the railway project management exists serious problems of moral hazard, how in the information asymmetry caused under the condition of moral hazard incentive shelf team makes the maximum efficiency to complete the objectives of the project is extremely important.Through inquiry and reading a lot of literature books, this paper sorts out the current domestic and international labor service and its motivation, and sort out the incentive theory, which provides a solid theoretical basis for the study of this paper. At the same time, this paper takes the X project team of the Beijing-Shanghai high-speed railway as an example to discuss the relevant discussion, first of all, the definition of the shelves, the formation of the team and management are introduced. Then the questionnaire survey method to carry out a survey of the shelves team incentive related problems, obtained by the analysis services personnel hope enterprises to material rewards more to motivate yourself, current compensation mechanism to mobilize personal passion; enterprise evaluation method and frequency should be improved; the form and content of training to be rich. Based on these problems, this paper analyzes the corresponding risks.Article further based on principal component analysis method explored the key factors that affect the Beijine Shanghai high-speed railway project X Department shelf team workers incentive problem. And finally get the compensation factor plays a greatest effect, followed by the performance evaluation, and finally the related training. Finally, it put forward some opinions and suggestions for these problems. And it expect to provide support for its application in practical engineering projects.By means of questionnaire survey, this paper deeply studies the motivation of the staff in the railway construction process, and uses principal component analysis method to study the key factors that influence the labor service personnel in the current mode of labor force. While the results may also not comprehensive, but can partly reflect the problems existing in some of the shelves team labor personnel management. It can also provide some practical experience and the way of establish a standardized, efficient team for the future development of railway construction projects.
