Research On "Three-capital" Management Problem Of Rural Areas In Shanxi Province

"Three-capital" management problem of rural areas has been the sensitive issues of rural economic development, rural social stability and the rural grassroots democracy construction.To promoting the new rural construction, and solving the problem of "agriculture,rural areas and farmers",strengthening and standardizing the supervision and management of "three-capital" of rural areas is significant.On the basis of related literature at home and abroad,this paper uses literature research, comparative analysis, empirical methodology.This paper points the accounts registration non-standard, special funds misuse, asset resources violation disposal problems and analysis the reasons that financial management staff dereliction of duty, financial assets management system implementation.To promoting the normalized "three-capital" management of rural areas in Shanxi Province,from the macro and micro two aspects,this paper puts forward some strategies about strengthening the construction of rural management team,advancing management institutionalized,strengthening supervision.
