The 18th communist Party of China Central Committee held its fifth plenary session, and emphasized to modernize agriculture during 13th Five Year Plan. Fenyang, as a significant agricultural and industrial city in Shanxi Province, is listed in the national development Priority zones in 2010, and becoming one of nodal cities of comprehensive development in Shanxi. Although agriculture in Fenyang has made great progress in recent years, as a vital component of agricultural development, there are still a number of problems in its rural economy. Therefore, it is necessary to have a further study on rural economic development of Fenyang.Based on field research and data analysis, this paper firstly summarized current situation of Fenyang's rural economic development. Moreover, using the multivariate linear regression analysis method, the paper established Fenyang's rural economy evaluation index system, which comprehensively assessed level of rural economic development from 2004 to 2014 in this area. According to the analysis, during the assessing period, farmer's per capita income increases steadily. However, main obstacles of the development exist in three aspects:agricultural capital inputs from financial department, acreage of land transfer, and labor force. Specifically, obstacles include problems such as slow increase of peasants'income, unreasonable agricultural structure, and unreasonable fiscal investment mechanism. Finally, this paper indicates that if Fenyang's agriculture is optimized, it could become a demonstration and leading example in Shanxi Province, and even in China. To promote more efficient rural economy development of Fenyang, suggestions in this paper include to speed up construction of rural urbanization, the establishment of cooperatives, the Forestry and Fruit Industry, and network of land transfer information, to step up publicity efforts, to establish mechanisms for agriculture growth, and to increase rural financial services.
