The Countermeasure Research On China’s Maritime Credit Management

Credit is a feature of the market economy,With the development of market economy,the practice about credit management is becoming more and more in China.Especially in the economic and financial fields,the credit management practice is gradually on the right track,and the researches about the whole society credit management and company credit management also increase gradually.In the field of maritime system credit management,the overall concept of credit management is lack,and there is no a set of complete credit management system,credit management has not yet formed a complete system,which is just sporadically presented in the branches of crew and shipping company credit management.Apart from this,maritime sectors actively explore maritime management by using some credit management methods to better perform maritime management functions.As for China ’ s current society credit awareness,the pubic credit awareness is still relatively defective.The company and individuals still have many dishonesty behaviors,which is also widespread in the maritime industry.According to the requirements of China ’ s society credit system construction and the Ministry of Transportation improving transportation industry integrity,national maritime sectors actively participate in the credit construction boom.Therefore,how to establish and practice effective credit management system is the new demand of China’ s maritime management.It is really urgent to establish the whole maritime credit management system.This paper simply sorts and summarizes the credit management theory and the governance theory,and properly position maritime sectors’ functions in the process of maritime system credit management construction.This paper expounds the basic situation of China’ s maritime system credit management from three aspects,including maritime systems credit management environment,credit laws and credit operation mechanism.Based on this,this paper analyzes the problems of China maritime system credit management and finds out why these problems exist.Through learning some useful experiences from China ’ s tax authority credit classification management,General Administration of Customs credit management,and European Union maritime systems credit management,this paper deeply analyzes the institutional conditions of China’ s maritime system credit management construction to provide theoretical support for China’s maritime system credit management.
