| The basic endowment insurance system for urban and rural residents in China is merged by two systems, new rural basic endowment insurance system and the basic endowment insurance for urban residents,establishing a unified insurance system.It conforms to the national development trend of the integration of urban and rural areas,and promote the development of new urbanization.At present,the number of who takes part in urban and rural residents endowment insurance is increasing, the fund income is growing, the level of treatment is improving. At the same time, according to the investigation,there are still some imperfections on the basic endowment insurance system. Study on the history of urban and rural social endowment insurance financing and compare six provinces'urban and rural residents basic endowment insurance financing mechanism,I analyses the system horizontally and vertically. In Gaoling County, Yanliang District Social Security Bureau and pension insurance agency center I interviewed 35 participants and summarized the problems existed in the basic endowment insurance system for urban and rural residents in the specific operation of financing mechanism, and studied these problems further,seeking the ways to make urban and rural residents in the basic endowment insurance system united in top design and its practice in grass roots,to protect the basic livelihood of urban and rural residents aged in Sustainable development path. After in-depth study on urban and rural social endowment insurance financing mechanism,I put forward the following suggestions: rational allocation of financial responsibility between governments at all levels,improving the level of treatment, opening up the pension value-added channels, improving the financing mechanism of incentive mechanism, optimization of personal payment, improving the financing information construction, establishing professional personnel, improving the overall level. |
