The death of natural disasters in China showed a trend of decline in recent years, the same natural disaster grade caused less death. What factors lead to the trend? On the way to realize the target of decreasing the natural death, what should we do? In the process of going over the existing paper, we found that most of the factors impacting natural disaster death focused on local infrastructure, the level of education, medical and health level and agricultural infrastructure. All these factors can be summarized as local construction level. At the same time, the action of local construction is impacted by fiscal decentralization. So, we think if the fiscal decentralization make an influence on local construction and produce an indirect on the natural disaster death?In the aspect of theory, on the visual of interests structure changed, we analyze the impact fiscal decentralization made on the level of local construction; on the bases of cost-benefit, we analyze the cost and benefit of local government inputs on decreasing the natural disaster death. Thus, the transmission mechanism in "fiscal decentralization-the level of local construction-natural disaster death" is clear. In empirical analysis, using the panel data from 1995 to 2013, we chose the fixed effects model, the result shows that:the level of local education, construction, the number of medical beds every 10000 people, the density of railway and highway, effective irrigated area can make a positive effect on decreasing the natural disaster death. But with the degree of fiscal decentralization increased, the positive effect on decreasing the natural disaster death that education made is not evidently. In contrast, local medical construction, railway and highway construction are all efficient on decreasing natural disaster death with the increasing degree of fiscal decentralization; the efficient of the effective irrigated area is decreasing with the increasing degree of fiscal decentralization. After the robustness test at the same time, this conclusion is still true.
