Urbanization is the inevitable process of the level of productive forces and the adjustment of production relations. After more than 30 years of reform and opening up, the rapid development of urbanization in China, the number of towns, population size, and the rate of urbanization are greatly improved. However, small towns, small scale, weak function and other issues are still outstanding, to a certain extent, restricted the healthy development of urbanization. "The national new urbanization plan (2014-2020 years)" proposes that, the development of town and county has become the key conditions for small and medium-sized city, to attract population and economic strength of the town to endow with the population and economy of scale of management right. Fostering the development of small cities, has become an important strategy to promote the new urbanization. Under this background, Fujian province to cultivate small city as an important starting point to promote the new urbanization, started to carry out a small city to cultivate the pilot work, the first choice of Taimu Mountain, Jin Jing 15 small towns carry out small city develop pilot.This paper chooses one of the pilot town tourism ecological small town-Town, Taimushan Fuding city as the research object, using the city related theory, method, empirical analysis, SWOT analysis, grasp the basic situation of reform and development in this town on the in-depth analysis of Taimushan, advantages and disadvantages, opportunities and threats of Taimushan town to carry out cultivate small city, and put forward the corresponding countermeasures and suggestions, to provide reference for the cultivation of small city pilot work. This paper is divided into 7 chapters. The first chapter is the introduction, which introduces the research background, domestic and foreign research review, research ideas and methods, the possibility of innovation and so on. The second chapter clearly defines the concept of city and small town and small city, and analyzes the basis of the study of the theory of garden city, satellite city theory, new towns movement theory, growth pole theory. The third chapter analyzes the process of the development of China's urbanization, the development of small cities, the basic conditions for the cultivation of small cities as well as the important significance. The fourth chapter analyzes the current situation of reform and development of small towns Tailao Shan zhen. The fifth chapter use SWOT analysis method, research and analysis of the cultivation of city small town to carry out Taimushan strengths?weaknesses?opportunities and threats. The sixth chapter puts forward the countermeasures and suggestions to cultivate small city town taimushan. The seventh chapter is the conclusion and prospect.This study suggests that small city cultivation is an important path of new urbanization, is conducive to change the status of the city many rural small town, to alleviate the pressure of big city, promote the integration of urban and rural areas farmers locally to urbanization has important significance. Cultivate small city to promote the people of the town as the core, to strengthen industry support, and actively guide the stable employment and living people ordered to urban residents; to enhance the radiation surrounding ability, promote the city industry, infrastructure, basic public service quality resources continue to expand and extend to the surrounding, to further promote the integration of urban and rural areas; to institutional innovation as the focus, to further promote the strong town to expand their power reform, efforts to crack the small towns "Bigfoot chuanxiaoxie" and "small horse cart", to provide reference for the reform of small towns.
