In the current economic situation, small and medium enterprises in the traditional industries are faced with unprecedented operating pressure. How to get new development through transformation in the face of adversity is a problem that most managers need to think about. Correct use of the concept and technology of project management, to achieve the smooth transformation of enterprise management will be very helpful. This research takes the new plant construction project of Jinzhou Valve Co.,Ltd. as the research object,and tries to use the project management method to carry on the scientific management of the cost control,schedule control, coordination and optimization of the relocation project. For the new plant construction projects, the problems need to solve the difficulties mainly reflected in the following aspects: firstly, the control of construction cost control,including the new plant construction, equipment, equipment relocation and debugging costs, in order to achieve the purpose of saving the cost of relocation;secondly,coordination and control plan,including workshop the construction plan,new equipment plan, existing production equipment relocation plan, the relocation process of the production plan, to ensure the completion of the relocation task in the shortest time, so as not to affect the original production order; after the optimization, after removal of the production layout, through the construction of a new plant makes the assembly labor productivity, equipment factory the utilization rate and the working efficiency of logistics and inventory control can be improved significantly after the relocation, so as to reduce the production cost of the assembly plant, provided High enterprise competitive ability. By using some mature projectmanagement methods and tools, such as: work breakdown structure, work time estimate, project Gantt chart, network diagram, critical path method, network planning time parameter calculation and help assembly plant in the successful completion of the relocation project.The main work of this research is to discuss the cost control, schedule control and process layout in the process of the new plant construction project. Due to the Jinzhou City valve factory in the previous management there has never been a precedent for management and control of the project using the project management method, so the process of the business management experience also has important significance. Through the application of project management method in the relocation project, explore and enhance the management level of enterprise management,training a team of project management and the future development of the enterprise to bring confidence.
