PPP(public private partnerships) mode, is refers to the government departments and private enterprises or private based on a specific project and the formation of the mutual relations of cooperation, and the contract to clear the rights and obligations of the parties to ensure cooperation projects completed successfully and achieve good results. At present, China's highway construction funding gap of about 50% per year, is in urgent need of the useful supplement of social capital through the introduction of PPP and other advanced financing models.The application of PPP mode in highway construction, can effectively solve the problem of shortage of construction funds. In the process of construction, the private economy can get some basic rights in the construction and operation of the private parties to achieve a win-win. At present in the PPP model in our country are outsourcing services, operations and maintenance contract or lease, lease-Construction- operation, the construction of transfer- management, build- operate-transfer, the construction of the external, buy- Construction- management, build-own- business and a variety of modes.In recent years, the construction of highway infrastructure in Jilin province has achieved remarkable results. As of the end of 2014, the province's total length of the highway network reached 9.7 million kilometers, "Eleventh Five Year" at the end to increase the 7312 kilometers; highway net density reached 51.8 kilometers / 100 square kilometers, "Eleventh Five Year" end increases 3.5 km / 100 square kilometers, second level and above the highway mileage reached 14263 kilometers, accounted for 14.7% of the total length of the highway network. But there is still a serious shortage of transport development funds, investment and financing mechanism to be perfect, and so on, although so, car purchase tax and subsidy policies for highway construction brought new opportunities, the PPP model in advance and provides a new idea for the construction of major projects financing.At present, the financing model of highway construction in Jilin province is still less, mainly in the traditional way of bank loans, loan fees. But with the highway infrastructure construction such as the increase of the mileage and the phasing out of highway toll, this model has been difficult to continue. With the increase of time, simply rely on bank loans road model will be due to the inability to repay the rising interest and failure. In order to solve this dilemma, it is necessary to use other modes of financing, make up due to the traditional mode of exit left huge investment and financing space, maintain rapid growth of transport infrastructure in the chain of funds. This is necessary to introduce the PPP mode.In the aspect of PPP mode design, the access mechanism, regulation system, risk sharing mechanism, supervision system and so on should be started. PPP mode project implementation process may be faced with political risk, financing risk, construction risk, technology risk, market risk, force majeure risk, and many other risks, should pay attention to the risk of early discovery and prevention.
