At present, with the continuous development of industrialization in our country, the area of non-agricultural operations has been expanding and there are a large number of jobs appearing in the non-agriculture trade. However, the phenomenon of labor shortage and employment problem surely exists in today's society, and there are full of contradictions in employment structure. Because there are a large number of women staying in the countryside and they play an important role in solving these problems. If we can solve the employment problem of these rural women, it will boost our economic development and has meaning to building a harmonious society and practical values.This article focuses on non-agricultural employment of rural female in Changsha County of Meijiang District. This paper studies this fact using the method of literature investigation, questionnaire survey, qualitative analysis and quantitative analysis.This study has found that there are some features among these rural female. First, they mainly engaged in restaurants and sales. Second, their average income is 1200-2000 yuan a month. Third, working year is generally not long. Fourth, working hours are about 8-10 hours every day. Fifth, some rural women who move into cities and towns are under the age of 30. According to the data from questionnaire survey and the interviews, the existing problems of rural women in Changsha County of Meijiang District have been investigated and analyzed. Here are the problems----mainly about six factors. The government pays less attention to these rural women. It reflects in the financial investment is inadequate and the government's low of social recognition; the employment rights lack legal protection. It reflects in when their rights are offended, the help from employment law system cannot satisfy their demand; the construction of information falls behind; rural women own problems; the frequent job rotation; urban and rural institutional barriers restricting. At last, based on the practical problems of rural females in Changsha County in Meijiang District, and the experience and practices from foreign countries, the countermeasures are proposed. First, upgrade the construction of infrastructure and information plat for. Second, improve the employment law system of rural females. Third, promote comprehensive capabilities of rural females in multiple channels. Fourth, eliminate the influences of the differences between urban and rural system.
