Study On Cargo Transportation Supervision Problems And Countermeasures Of Xi’an Customs

In national economic belt "silk road", against the background of western region ushered in the unprecedented historical opportunity. Xi ’an as the "silk road economic belt" on important node of city, the opportunities and challenges coexist. At the same time affected by the global economic integration, cross-border e-commerce industry in the past two years as a new model for developing rapidly. Xian government under this background in order to be able to speed up the economic great-leap-forward development, actively explore new industry economic growth point. Xi ’an government as actively, on March 19, 2014, xi "an approved national pilot city of e-commerce of cross-border trade. Since then, xi ’an in cross-border trade opened a new chapter in the development of the e-commerce industry. At the same time, also actively respond to a nation called on by the customs general administration, puts forward the integration of the "customs clearance" new silk road economic belt along the city regulatory model. The development of xi "an export-oriented economy also ushered in the new opportunity of development. At the same time to xi ’an customs shipping regulation mode puts forward new requirements. Xi ’an customs as a central regulator of export-oriented economy, under the national policy vigorously support, in order to promote the development of xi "an export-oriented economy, has made positive efforts, has achieved some success, but also there are still some problems.This paper mainly uses the empirical research method, literature review method and comparison method to analyze the current situation of Xi’an customs supervision, found that the main problems of Xi’an customs cargo transportation supervision is not the same as the customs law enforcement scale, goods across the customs area logistics supervision, there is a blind spot and blind area and the way of freight transportation supervision. Through in-depth analysis, it is found that the main cause of these problems is that the concept of law enforcement of customs officers is relatively backward, the division of responsibilities, management is not good; the staff is less, management costs are limited; and management control of the separation and increased the difficulty of supervision. At the same time, it also analyzes the experience of foreign advanced customs cargo transportation supervision, combined with the actual situation of Xi’an customs, put forward the corresponding countermeasures: first, the customs officers should emancipate the mind, develop advanced management ideas; two is the responsibility of the Department, the title of the work, three is to increase the number of management fees; four is to change the idea of customs officers, strengthen the internal system construction work. Through this study, we hope to provide a reference for the improvement of the supervision of the customs of Xi’an.
