| Standardization is a guarantee method to optimize the management of an organization. On the standardization meeting, China Aerospace Science and Technology Corporation(CASC) claims that the developing of the standardization system is one of the most important jobs in its 12 th five years plan. Following this guidance, the DSY institute began its standardization system design and developing.This paper explores the effectiveness for utilizing advanced management theories into standardization practice. It analyzes the organization systems, the human resource management techniques, and the standardization systems of different standards organizations. Considering the requirements and environments for developing the standardization system in the DSY institute, and treating the building of the standardization system as a project, this paper discusses the critical factors that will affect its success. Four issues are thus identified. First, particular standardization architectures are required to normalize the processing of each standardization projects. Second, a management information system is required to optimize the communication and management of standardization activities. Third, more resource should be put into produce more high quality standards, as it is the object to developing standardization system. Last, human resource is the long term support to the standardization system. In developing the system, more attentions should be put into the developing of standardization team, such as rights and obligations, educations and excitations. This paper also discusses the implementation guidance to address the above issues. The effectiveness and reasonableness for the solutions are analyzed based on empirical data.The standardization system design and its implementation guidances proposed in this paper have taken the current conditions in DSY institute into consideration, and based on a reasonable goal. The standadization in DSY institute shall benefit from such contributions. |
