Compared with the developed countries such as the United States, Germany, Japan and others, the quantity of specialized contracting enterprises and labor-subcontracting enterprises is insufficient. General contractor enterprises are faced with the risk of operation-level being out of control, the safe mass can't be guaranteed and so on. One method to solve this problem is to set inner staff of general contractor enterprises as sponsors, general contractor enterprises joint stock, absorb social forces and establish operation-level enterprise. Set the establishment of A company's operation-level enterprise as a case and the construction situation of its operation-level enterprise was investigated. The three major problems met were summarized. They were respectively the short of power of the promoter team, the continuous loyalty to the operation-level enterprise and the insurance of the sources of the skilled technical workers. The gambling process between labor-subcontracting enterprises, operation-level enterprise and A company were simulated respectively based on evolutionary game theory and two conclusions were obtained. The first one was that compared with the labor-subcontracting enterprises, the operation-level enterprise was more likely to have cooperative behavior. The second one was that if the level of the long-term profit of both sides can be improved, then the effect of improving the probability on cooperative behavior of operation-level enterprise would be remarkable further. The scheme of optimizing A company's operation-level enterprise construction was proposed based on the three kinds of mainstream mode of employment. The first one is to establish the benefit allocation project through the asymmetric Nash negotiation with team members in order to motivate the impetus of the founder's team. The second one is to realize the long term cooperation through ensuring the long-term benefit of the operation-level enterprise and maintain the continuous loyalty of the operation-level enterprise. The third one is to improve the tenacity of the operation-level enterprise on A company rely on party organization. The fourth one is to improve the mechanization level and reduce the demand for heavy physical labor.
