With the rapid development of Jiangxi province, the urbanization and industrialization is accelerating. The construction of cultivated land is inevitable, the reducing of the total amount of cultivated land will be a serious threaten to food security. So it has important practical significance to find out the reserve cultivated land resources quantity, quality and distribution of the province, realize the dynamic balance of the plow land, and guarantee the food security and ecological security.Based on the evaluation of the national reserve cultivated land resources survey project, this paper combined the theoretical and empirical research methods, build the evaluation index system from the perspectives of nature, environment, traffic and etc based on the tilth research and the related theoretical analysis of the current land appropriate at home and abroad. This paper combined the field investigation with system analysis method and the restriction factor analysis method to evaluate the present situation of reserve cultivated land resources. Taking Yu Jiang county in Jiangxi province as the research object of empirical analysis, this paper fully considering the topography, vegetation coverage, soil characteristics and geographical conditions, investigated and evaluated for the arable land and the reclamation of mining land within the study area. Thus provides the basis of the development and utilization of reserve cultivated land resources for Yu Jiang county of Jiangxi province. The main research results of this paper are as follows:(1) Through the selection of the evaluation factors that could represent the reserve cultivated land resources of Yu Jiang county, this paper preliminary builds the evaluation system and the reserve ranking of cultivated land resources. This article selects 11 evaluation factors to establish the evaluation index system of reserve cultivated land resources such as the ecological conditions, accumulated temperature and irrigation conditions, soil pollution, drainage condition, soil parent material and thickness, the terrain slope, the degree of salinization, soil texture, soil PH and etc. And using GIS technology to extract the thematic layers of each evaluation factor based on the collected data, and over each layer.(2) The evaluation results of the reserve cultivated land resources in Yu Jiang showed that the number of reserve cultivated land resources Yu Jiang county is 243, the total area is 510.51 hectares. Among them, the mainly area is the other grass that can be reclaimed, and the area is 274.92 hectares, accounting for53.85% reserve cultivated land resources of Yu Jiang county. The resources mainly distributed in the town of Jinjiang, Huangxi, Chuntao. The reserve cultivated land resources of Jinjiang is 111.40 hectares, its share is 21.82%. The reserve cultivated land resources of Huangxi is 89.19 hectares, its share is 17.47%. The reserve cultivated land resources of Chuntao is 88.86 hectares, its share is17.41%. And there's no reserve cultivated land resources in Gaosong Forest Farm, Daqiao Seed Farm, Youth Comprehensive Farm and Zhang Gongqiao Farm. This research Preliminary implementation the systematic and information of the evaluation of reserve cultivated land resources.(3) Through the analysis of the main limiting factors of the unfavorable plow land, plot appropriate tilth may restricted by multiple factors limit at the same time, other grassland and bare land are mainly affected by soil layer thickness, the condition of parent material and soil texture. Inland tidal flats are limited by the drainage condition. The main limited factors of marsh and sand is farming convenience degree. About 97.01% of the mining land belongs to production status, so it wasn't included in the evaluation of reclamation area. The terrain slope of 9.79 hectares of mining land is greater than 6°, and the reclamation is difficult, so it should not be reclaimed.
