In the interest rate market era, small and medium banks are generally faced with large banks' advantage of the product and network advantages to grasp the large customer resources, business geographical scope and business scope of a series of issues such as regulatory restrictions. In the face of the increasingly severe competition situation, small and medium banks, especially the CQ bank in the southwest region, is an urgent need to provide new channels for customers to provide differentiated services to meet the customer base, to achieve business geographical and business scope of expansion, in order to cope with the new competitive environment,. In this paper, the small and medium banks to carry out the words and deeds of the competition, that the CQ bank as a regional small and medium banks, needs to use Internet and Prime Minister Li Keqiang Internet + theory, in the full understanding of regulatory requirements and these banks to use the Internet channel development of the company's business practices, to create a "public business Internet banking platform" for the implementation of differentiated competition, driven by the development of the whole line of business. The construction of the platform is: the regional banks of small and medium enterprise customer groups to achieve the following functions: first, the Banking Company business traditional products and non banking financial institutions to combine to broaden the financing channels; second,use Internet channels to absorb funds to meet the needs of investors diversified investment; third,complete the CQ bank' management system and establish customer repayment ability to meet the core risk control system. At last, this paper lists the problems that may arise in the application of this kind of platform, and puts forward some solutions to the problems of internal and external communication. The value of this paper lies in: for the regional small and medium banks to seek the way of the company's business, the path of the Internet, and strive to achieve through the combination of financial institutions, bank risk management framework, to achieve the Internet, the company's business products as the core of the Internet Banking platform for the follow-up to meet the market competition to find a feasible way.
