In order to promote the deepening of the reform of rural credit cooperatives, improve financial services in rural areas, and make great effort to develop rural economy, a new round of reform of rural credit cooperatives have been carried out in China, many rural credit cooperatives had turned into rural commercial banks. The strategy problem has been an important issue for China's current rural commercial banks. So, this paper takes HN rural commercial bank as an example to analyze the strategy of HN rural commercial bank.First, the article states the research background, the purpose of the study and relevant business strategy management theories. Then, the development environment of HN rural commercial bank were analyzed in details. The environmental analysis mainly includes two aspects: external environment analysis and internal condition analysis. The external environment analysis mainly includes macro environment, industry environment and regional competition. The internal condition analysis is mainly includes evaluation on the resources and capabilities of HN Rural Commercial Bank. The SWOT analysis method was used to find out the opportunities, threats, strengths and weaknesses of HN rural commercial bank. The article believes that HN rural commercial banks should take a positive expansion strategy in the current environment. Finally, the author makes out the strategy of HN rural commercial bank in furture five years and its safeguard measures. On the basis of the environment analysis, the author worked out the strategy of HN Rural Commercial Bank, which has a positive influence for the competitiveness of the bank. This study can provide guidance for other similar bank as well.
