Citizenization of transfer agriculture population is the primary is the primary task of the new urbanization.In the process of promoting urbanization, by the influence of the urban and rural dual partition system, transfer agricultural population cannot enjoy the same level with citizens in many ways such as urban employment, urban income, urban residence, social security, protection of the rights and interests. They can not be converted into real citizens, leading to the urbanization process fast in citizenization process, it is not conducive to building a harmonious society. Therefore, it is urgent to solve the problem of citizenization, promoting the development of urbanization and citizenization in parallel. However, cost problem is the core obstacles of citizenization of transfer agricultural population. In order to converting transfer agriculture population to citizens, we are facing enormous cost and need government, enterprises and transfer agricultural population to share together. Therefore, it is of great practical significance to estimate the cost of transfer agricultural population and put forward reasonable cost sharing mechanism.Based on the relevant citizenization connotation and theoretical basis, based on the current situation and problems in Guangxi, this paper builds 10 indicators to estimate the cost of citizenization. They are:infrastructure construction cost, public services cost, living cost, housing security cost, housing costs, children education cost, training cost, social security cost, opportunity cost and employment discrimination cost. According to the estimation results, promoting the transfer agricultural population into real urban citizens, we need per capita annual funding for 24.32 million. Among them, the government needs to undertake 12.37 million, and the central government needs to undertake 6.68 million, the county governments need to undertake 5.69 million, the government needs to take the proportion of 50.86 percent. Enterprises need to undertake 1.09 million, accounting for 4.48 percent. The transfer agricultural population needs to undertake 10.86 million, accounting for 44.66 percent. From the view of sub cost, infrastructure construction cost, housing security cost, social security cost and housing costs are the main part of the total cost.The huge costs need government, enterprises and transfer agricultural population to share together, the central government, provincial government, city and county government must carry out their duties, clearly know their respective responsibility and play a leading role in the cost sharing. The enterprise is the institutions to provide jobs for transfer agricultural population, must play a guiding role in the cost sharing. The transfer agricultural population is the biggest beneficiaries of the process of citizenization, but their sharing ability is weak, so they play assistance role in the cost sharing. In order to better protect the government, enterprises and the transfer agricultural population's role in the cost sharing, we need reasonable delineation of powers and financial authority, building financial transfer payment and citizenization number linked mechanisms; clearly defining local government's share responsibility, perfecting the mechanism of fund balance; Leveraging social capital to participate in cost sharing, innovating cooperation mechanism between the government and social organizations; guiding enterprises to attach importance to social responsibility, perfecting the interests protection mechanism of transfer agricultural population.
