China attaches great importance to the problems about countryside, agriculture and farmers, Chinese economic development can not be separated from the support of Agriculture. In this paper,we reference and absorb the theory of allocation efficiency of credit funds. On the basis of this theory, we construct the spatial model to measure the efficiency of agriculture credit funds, and using the Chinese panel data of 31 provinces during 1981-2012.The results show that: the rationing of agriculture credit is low efficiency, and the credit rationing exists spatial correlation,by the way,we analysis the factors of influencing agriculture credit allocation efficiency, including the dual structure in urban and rural economy, local government influence and bank credit scale. Local government in the capital allocation efficiency of agricultural credit has inhibition influence. On the one hand, excessive government intervention in the market, resulting in the destruction of the market mechanism,on the other hand, government expenditure has a "crowding out" influence; the dual structure in urban and rural economy has negative influence on agriculture credit allocation; Expand the size of bank credit will improve the efficiency of agricultural credit allocation in our country, the lack of financial support in rural areas, according to the theory of marginal effect, the initial capital investment credit will greatly improve the efficiency of capital. On the basis of this paper, to improve the efficiency of capital allocation of agricultural credit, we make several policy recommendations.
