Budget management has promoted the development of many large and medium sized enterprises,but there are still many limitations in the practice process.For example,budget management divorced from strategy,budget management can not reflect the essential requirements of regulation,single budget index is mainly based on financial indicators,and lack of rigorous assessment on the budget.In order to solve the problems of budget management and further improve them,theorists carried out deeply researches that many scholars have put forward the idea of combining the Balanced Scorecard and budget management and have written essays Introducing Balanced Scorecard into budget management.Vanke,China Resources and some other enterprises become representatives of the practice sector because of their first exploratory practice.Budget management based on the balanced scorecard has achieved a great success,which is a practical proof that the budget management can be complementary to the advantages of the balanced scorecard.On this basis,this paper combines the management features of multi-industry and multi-level of A company,analyzes necessity and feasibility of introducing the Balanced Scorecard into budget management of A company,and optimize the current budget management system of A company basing on the Balanced Scorecard.This paper firstly expatiates the research background and significance,and reviews and comments on the domestic and foreign research situation of introducing the Balanced Scorecard into the budget management theory with the development of budget management as the main line.Then,it introduces the present situation of the budget management of A company's implementation of the "whole process,all round,full participation",and focuses on the analysis of the problems of A company in the process.Next,it analyzes the necessity and feasibility of introducing the Balanced Scorecard into the budget management of A company,proposes the optimization path for budget management based on the Balanced Scorecard,and illustrates security measures complemented by A company in order to promote the smooth progress of the work.Finally,this paper reviews the content of the full text,draws the conclusion,and explains drawbacks of research.In this paper,a case study was made on the budget management optimization of A company based on Balanced Scorecard.This paper aims to help with solving the problems in the current budget management of A company,improve the operating efficiency of enterprises,provide certain reference for other enterprises in the same industry and perfect the application of Balanced Scorecard in budget management.In view of the difficulties in the practice of Balanced Scorecard,this paper just puts forward a general idea about the budget management of A company basedon the Balanced Scorecard,and specific details of the work remains to be improved.
