Based On The Balance Sheets Of Natural Resources Of Leading Cadres Water Outgoing Audit

Since the reform and opening up,driven by the error performance view,some of the leading cadres of the one-sided pursuit of economic growth to the neglect of the environmental protection,resulting in China is facing a serious crisis of water resources,water resource shortage and water pollution problems seriously restricts the sustainable development of the economy of our country.General Office of the CPC Central Committee and the general office of the State Council issued "to carry out the leadership cadres of natural resource assets outgoing audit pilot program",the program requirements,from 2015 onwards,our country to pilot leading cadres of natural resource assets outgoing audit,the audit tenure of leading cadres to fulfill the asset management of natural resources and ecological and environmental protection responsibility during the audit and evaluation,the definition of leading cadres should bear the responsibility.Our leading cadres of the outgoing audit for economic responsibility audit,to leading a cadre to perform asset management of natural resources and ecological and environmental protection responsibility audit has not yet formed perfect audit system,hindered the outgoing audit leading cadres of natural resource assets of comprehensive promotion.Under this background,I in the domestic and foreign scholar's research on the basis of systematically expounded on the natural resource balance sheet preparation method and path,and explore the preparation of the natural resource assets physical scale and balance sheet and water resource balance table,and in Lanzhou City as an example,based on water resource balance table for 2009-2013 Office of Lanzhou city leaders implemented the outgoing audit of water resource assets,from the assets of water resources quantity,value,quality and water resources laws and regulations with four aspects of Lanzhou city leaders and cadres working period,the development and utilization of water resource assets and management of the protection of audit.The audit showed that leading cadres in Lanzhou city during the period of post development,for water resources utilization and protection work done better,better performance of the water resources economic and environmental responsibility.
