| State-owned-enterprise(SOE) takes on important political and social responsibility in China. The development and reform of SOE also plays crucial role in the sound development of China’s economy and building of China’s harmonious socialist society. After decades of exploring and reforming, China has quite a lot SOEs which are large-scale, strong-force, quick-development. But there is no need for any reticence, some problem shows up during its expansion and reforming. The support of modern financial market and financial organization is necessary part of the development of SOEs. Therefore, the financial issue especial fund-raising of SOEs becomes the key point during this SOE Reforming in China. As from the view of business operation, fund-raising become a wherewithal point of the development of SOEs; As from the view of business administration, improper fund-raising structure and impertinent fund-raising mode will lead to different financial problems.Basing on relational research from domestic and overseas, this essay focus on the SOEs in Wenzhou, using both data analysis and case analysis methods to explore the reforming history, basic fund-raising pattern and current fund-raising status of Wenzhou SOEs, meanwhile analyses the fund-raising situation of Wenzhou SOEs, then summarizes the present problems and shortages in fund-raising method of SOEs in Wenzhou. Therefore this essay will, aiming at fund-raising of SOEs in Wenzhou, propose four related strategies and suggestions: furthering the integrative recombination of fund-raising platform; defining the function; improving the performance motivation system; advancing the de-administration process and conducting the diversified ownership reform. This essay will try to supply scientific basis and advice to deepen the reform of Wenzhou SOEs, to enhance the performance of Wenzhou SOEs, to advance the de-administration process and to develop the decision-making system of government department and SOEs in rural city. |
