| For a major agricultural province like Henan, with rapid economic and social development, widening gap between urban and rural areas and the growing aging population of rural areas, social endowment insurance of rural residents has become the focus of attention of the people’s livelihood. The needs for social endowment of rural residents seem to have changed dramatically, and it has been difficult for the original rural social endowment insurance system to meet the basic needs of rural residents. The State Council promulgated Guidance on carrying out the new rural social endowment insurance pilot in 2009, at the point, Henan rural social endowment insurance have entered a new stage of development after 30 years, and in accordance with the spirit of congress, the relevant requirements, the provincial government organized and set up the associated "new agricultural insurance" pilot working group. Improvement of the new rural social endowment insurance system is key measure to solve the "three rural" issues in Henan Province, and in order to achieve a harmonious society, it will help break the restrictions of urban-rural dual system, reduce urban-rural development gap, and promote rural social welfare maximization and ease social conflicts.Through a combination of questionnaires and site visits in Shangqiu City, a more comprehensive understanding of new agricultural endowment insurance system has been established, therefore from the point to the surface, development status of new agricultural endowment insurance is analyzed, combined with welfare economics theory, redistribution theory, theory of effective demand and competition theory of public goods. Several problems are pointed out in the new agricultural endowment insurance system, such as low participation rate of farmers in Henan Province, difficult transition between insurance relationships and low efficiency of fund management and other issues. If these cannot be properly solved in time, they will be bound to hinder promoting full coverage of new agricultural endowment insurance system. Based on this, with reference to successful experience of Western countries, a series of targeted measures are further proposed to improve the level of management, strengthen the propaganda work to promote the smooth transition of insurance relationships and improve management efficiency. |
