Under the background of global warming, a low-carbon economy based on low energy consumption and low pollution has become a hot global issue, which has also implicated the Chinese government. As the biggest developing country, China has made rapid progress in its economic growth and promoting urbanization featuring high carbon. The hazy weather in some large and medium-sized cities is warning the Chinese people that we can’t develop our economy at the cost of the beautiful and pleasant environment we are living in. In view of this, it has been proposed in the 18 th Party Congress for the first time that we should aim for a beautiful China on the basis of “ low carbon, green and cycle development”.With the rapid acceleration of urbanization, China is committed to improving the life standard and life quality of its nationals so as to fully build a moderately prosperous society. At a stage of rapid urbanization and industrialization, a large-scale infrastructure construction is under way, which will inevitably bring about the increasing growth of energy consumption and severe challenges to the construction of low-carbon cities. Science and technology is a useful sword, only through which can we build beautiful low-carbon cities.This thesis mainly studies low-carbon cites and can be divided two parts. Part I, beginning with the content analyses of low-carbon cities, makes a detailed analysis of the common problems arising from the construction of low-carbon cities. Such as, the low-carbon city construction is still in its early stage of updating ideas, the government is still worried that it might slide into the “low –carbon trap” led by the developed countries when taking economic development as the central task, the enterprises are still holding the stereotyped view of low-carbon economy causing “ the low profit from high cost”, the average people still have some long-standing misunderstandings of the concepts of low-carbon cities and economy, moreover, the problems of lacking supporting systems, the less environmentally friendly industries, and the serious pollution over cities, all this is constraining the construction and promotion of the low-carbon cities. Part II deals with how to design ways of promoting the construction of low-carbon cities. It’s argued in this paper that the crucial part of low-carbon city construction is technological innovation, through which we can accelerate the industrial transformation and upgrading in order to set up an industrial system featuring low carbon and environmental friendliness, green and sustainability. Meanwhile, we should quicken the steps of research and promotion of green architectural technology and widely use the efficient rail transit, also, we should increase the efficiency of transportation industry and vigorously promote the application of low-carbon transportation, thus creating intelligent low-carbon cities which are green, efficient and environmental friendly as well.However, it will be a long and arduous task to construct low-carbon cities due to the inherent tendency of seeking profits. The government ought to do its part in constructing low-carbon cities. Specifically, it should strengthen its positive guidance in policy guarantee, leadership mechanism and cultural development to construct systems and mechanisms conducive to low-carbon cities development by the people and for the people, which will greatly promote the sustainable development of our society and economy.
