Internal control is a continuous process throughout the entire production and business activities of the enterprise organization. It provides reasonable assurance for the full realization of the financial, legal regulations, assets, and the goal of the production and operation of the organization. Mature and sound internal control system ensures stability of the enterprises healthy development. On the contrary, improper internal control aggravates enterprise management problems, affecting the efficiency and effectiveness of the enterprise. China's enterprise internal control system formed later, control deficiencies existing in internal management, enterprises need to be improved in the practice of management. The petrochemical industry is the key areas of support of national economy, the high risk of petrochemical enterprises to the production of raw materials, strict reaction conditions, complexity production operations, intensive product diversity as well as capital and technology, has become the focus in the field of petroleum and chemical enterprises of petrochemical enterprises for energy types. Large consumption, resulting in more waste, refining and chemical raw materials and finished goods generally toxic and explosive, production equipment and different complex. Refining enterprise production management faced fire and explosion, equipment failures, power outages, procurement of goods quality, fraud and the integrity of major risk. To sum up, to strengthen and specification refining enterprise internal control has important practical significance.This paper adopts methods of literature research and case analysis method of combining the M company to a large state-owned petrochemical enterprise internal control combined with the actual situation, found that the internal control system of M company's problems, analyze the reasons behind the problem, put forward to perfect the internal management system of M company countermeasures and suggestions. The research content of this paper consists of five chapters. The first chapter is a brief introduction. This chapter describes the research background and significance, review of the related literature at home and abroad, explains the research methods and contents, and put forward the innovation and deficiencies. The second chapter is the overview of the theory of internal control. This chapter first describes the development of internal control, the meaning and elements, objectives and methods then, combined with the status quo analysis of the characteristics of chemical enterprises and key control points of internal control of chemical enterprises, and lay a theoretical foundation for the following analysis. The third chapter is the present situation and the internal control of M company existing problems analysis. This chapter expounds the M company's internal control status, respectively, from the internal control of the five elements of the point of view of M company internal control problems. The fourth chapter is the improvement of M company internal control system construction of countermeasures and suggestions. This chapter close to undertake a part in M company's existing internal control problems, respectively, from the internal control of the five elements of the perspective of perfecting the internal control system of countermeasures and suggestions. The fifth chapter is conclusion and outlook. This chapter describes the case analysis leads to the conclusion, M company to establish effective internal control management system to provide help to look forward to solve our country chemical enterprise internal control system, the promotion of chemical industry healthy and stable development.
