Since the 1990’s, the global population growth, the grim situation of shortage of resources,environmental pollution, ecological transformation and the development of recycling economy have become a major trend of economic globalization. How to improve the utilization of energy resources and protect the survival environment has become a worldwide issue of common concern. The new development model of recycling economy has been attached importance by various countries. Xinjiang is the economic underdeveloped area. Its local economic growth relies on huge resources exploitation and consumption chronically. It undoubtedly makes the fragile ecological environment getting worse and results in great development pressure. Urumqi Economic and Technological Development Zone(Toutun River) as the economic and technological development zone promotes recycling economy firstly, being the first circular economy pilot zones, which puts forward the circular economy development plan and walks out a local idiom recycling economy.This study takes Urumqi economic and Technological Development Zone Toutun River Industrial Park as the research object, describing the development of circular economy of Toutun River Industrial Park, analyzing the park loop economic development model from three levels of "small cycles", "in the loop" and "big loop". It also uses Delphi method to screen and construct a suitable evaluation index system for the development of the recycling economy of Toutun River Industrial Park. The AHP- fuzzy comprehensive is utilized to evaluate the level of development of circular economy park. The results shows that the circular economy of Toutun River Industrial Park is in initial stage, and it still has much space for development. This study suggests optimization policy of extending the industrial chain, improving the statistical monitoring system, strengthening innovative research and increasing government funding policies by analyzing the problems that the economic cycle vague understanding to build the industrial chain is difficult, the monitoring mechanism is not perfect, technical system is faultiness and funds is shortage, to promote to the further development of recycling economy in the park. This study provides a reference for the sustainable development of Toutun River Industrial Park. |
