With the rapid development of our economic, the eco-environmental problems is increasingly serious. The closed-loop supply chain (CLSC) which can improve resource utilization and achieve circular economy has been a common concern of the government, the enterprise and the academia. In order to achieve the closed-loop mode effectively, governments have introduced policies to promote the waste recycling, as well as the theoretical study of CLSC. Most of the existing research focus on the government incentive policy, however this paper considers a retailer's fairness concerns with e-waste government funds.First, we establish the remanufacturing closed-loop supply chain system without government funds which consists of a single manufacturer, a single re-manufacturer and a single retailer. Then, the government funds is taken into consideration in the second model. Through a comparative analysis of the two models, we find that the government fund policy can be used to achieve the objective of promoting waste product collection and remanufacturing by improving the market demand of remanufactured products, the amount of recycling waste and the profits of manufacturers. Manufacturers will also participate in the recycling activity.According to the first part above, in this part, the remanufacturing closed-loop supply chain system we consider only includes a single manufacturer and a single retailer. The conclusion points out that the government should consider the market size, production costs and the substitution coefficient of new and remanufactured products from the perspective of the entire supply chain and its members when establishing the environmental tax and recycling subsidy. In this way, the profits of all the aspects will be improved. This also proves that the government fund policy can effectively influence the recycling and remanufacturing of waste products.Finally, some prospects will be given for the further research at the end of this paper.
