An Empirical Study On The Existence Of The Boundary Of Fiscal Decentralization

30 years of prosperity and development has changed the face of China's economy,however,China's economic growth has begun to slow down.Judging from four evaluation criteria of the angle rate,the rapid growth of this period made China become the middle industrialization,seems to be the next economic growth in China will soon face a slowdown is consistent with the historical trend of economic development of the world.For a long time,successive Chinese governments are looking for a breakthrough,and since ancient times China is centralized country with large population,large economic scale,the reality makes the central government is difficult to know the performance of duties by the needs of the people,andthe government decentralization is a kind of natural selection,the Chinese government began to top-down exploration of fiscal decentralization theory exploring the way of reform and development.But decentralization itself by the restriction of economies of scale and in a smaller economic areas,such as county and township administrative regions,the government and residents,residents and residents of information exchange very smooth,decentralized governance but the formation of the a hindrance.This paper describes reasons for the failure of the villager autonomy or local fiscal decentralization reform,is not,as some experts said the quality of residents and other reasons caused by,but because currently some government departments in a certain degree of fiscal decentralization theory don't have a clear understanding and adopt relevant supporting measures of fiscal reform inappropriate two problems caused by.This paper argues that the government only focuses on the positive effect of fiscal decentralization,and does not focuses onthe fiscal decentralization.Reasonable and proper fiscal decentralization is the main fator for China to be more prosperity and development in the future.In this paper,the main contents are: first,from the theory construct a fiscal decentralization on economic growth impact analysis framework,the residents,lower levels of government and the governments at higher levels between selection strategy of dynamic game process has been the focus of the study,proposed the efficiency of fiscal decentralization have some changes with the size of the economies of scale,fiscal decentralization has a boundary of the new hypothesis;second,the measurement method of the fiscal decentralization indicator variables,design,decentralization scale measurement methods proposed reasonable index system;third,design of fiscal decentralization on regional economic growth effects of econometric model and the use of reasonable methods to measure.In the provinces,municipalities and counties as samples,the test of decentralization has a significant positive impact on regional economic growth.Discussion on the administrative level is the boundary of decentralization.The conclusion of this paper is that fiscal decentralization has a positive effect on the development of regional economy.Based on the administrative level as the degree of decentralization is feasible,from the empirical research conclusion,the reform of fiscal decentralization in our country related to the county level is not so obvious,even in some areas the decentralization reform on the economy has played a negative role.China has been carried out by the fiscal decentralization reform,the existence of the boundaries of fiscal decentralization,the reform carried out to the county level began to fail,thedegree of decentralization should be the county level.
