The continuous fog and haze and ephemeral "APEC blue" make more and more people pay attention to the importance of environmental protection and resource conservation. Green consumption can reduce the waste of resource and environment pollution effectively. Government can increase the demand of green products through its huge procurement; stimulate enterprises to carry out green productions; promote the formation of green market and lead green consumption all around the country. Therefore, government green purchase has important practical significance; it is a specific measure about building ecological civilization mentioned in China's eighteen Party Congress report, and it is beneficial to sustainable development in China. Since 2004, China began to carry out government green purchase; now ten years past, China has achieved remarkable results. However, because China government green purchase system started relatively late, now there exist some affecting factors. The purpose of this paper is to analyze the current situation of China's green purchase, identify problems, and then build its ISM model to analyze the relationship between constraints, finally, make suggestions on China's government green purchase system after learning from advanced countries.This paper generalizes the present situation of China's government green through collection of lots of data and literature analysis, finds out five main issues and two challenges, and then summarizes 10 major affecting factors. Though building interpretative structural modeling, this paper makes a classification of the 10 factors, builds a fourth-order model of China's green purchase constraints, then distinguishes how different constraints effects the system.After the comparison of different countries and regions' government green purchase practices in North America, Europe and Asian, this paper sums up four experiences which are about ideology, procurement guidance, system establishment and supporting measures. At the end, this paper puts forward several suggestions on China's government green purchase system, including: to uniform certification standards for green products as soon as possible; to increase capital investment on government procurement and green industries; to improve the legal system, supervision management, performance evaluation and policy incentives; to enhance people's awareness of green procurement, to improve green procurement methods, to train purchasing personnel and to build an information platform.
