Since the 1990 s,the highway has become a new basic industry vigorously developed in our country because it can bring great social and economic benefits.It play an important role in the continuous and stable development of economy in our country.However the construction of highway needs a lot of money which mainly come from government who has little money to invest.What worse is that the construction process of budget overruns lead to budgetary estimate out of control of investment.Therefore,how to select construction project management mode and to make effective control of construction project investment has become the main problems in the process of highway construction in our country currently.Therefore,this article design supervision of construction project investment control research from the BOT + EPC mode design of the construction project supervision based on the theory and method which the construction management mode at home and abroad are summarized and the investment control.This article first introduces the BOT + EPC mode and the concept and characteristics of design supervision,analysis of the mode and the characteristics of investment control in traditional project management mode,found that BOT + EPC mode is more advantageous to the project investment control.Secondly combining the BOT + EPC mode and design supervision of their respective characteristics,analyzed the BOT + EPC mode design supervision work of project investment control mechanism.Then based on the current investment control methods to the comparative analysis found that the improved value engineering method based on fuzzy priority level is more applicable to BOT + EPC mode design supervision for highway construction project investment control.And on the basis of analysis of BOT + EPC mode design supervision work mechanism and methods of investment control,established the mode design of investment control in supervision system.Finally based on engineering examples.The results show that,the fuzzy priority level of improved value engineering method to the highway construction investment control is scientific and effective according to the BOT + EPC mode its own particularity and design supervision investment control system.
