FDI Technology Spillover Effect To Different Regions' Independent Technological Innovation

In the recent decades, with the deepening of China's reform and opening up, a large number of foreign direct investment(FDI)which is very important to China's technological innovation flows into China. It is conducive to improve China's whole technological level, but its effect on resource-based regions is not clear. Today,country encourage people to do business creatively and drive innovation, the own independent technological innovation is very important to the future, but the ability to technological innovation in our country is very poor.Based on this, this paper mainly studies the influence of FDI to technology innovation of resource-based provinces in China. First of all, this paper divided China's 31 provinces(not including Hong Kong SAR,Macao SAR and the Taiwan region) into two types: resource-based regions and non-resource-based regions based on two indicators which include resource abundance and resource dependence. Secondly, based on the regional characteristics, combined with the general rule of FDI technology spillover to the host country, this paper constructs the The oretical model of technological innovation in different areas inChina, and explore technology spillover effect of FDI in different parts in our country. Finally, considering the characteristic of different regions in the empirical analysis, this paper adds the resource dependent variable, 30 provinces(not including Tibet,Hong Kong SAR, Macao SAR and the Taiwan region) is subdivided into resource-based regions, east of non-resource-based regions and the middle and west of non-resources-based region, using panel data model to empirical test the theory, finding that foreign R&D overall benefits to promote the technical level in our country, but because the absorption capacity in resource-based regions is weak and relative lack of human capital, it is difficult to absorb high-quality foreign investment to promote the development of the local area. To the east non-resource-based regions, the upgrade of resources dependence is beneficial to its own independent technological innovation process on the country.In order to attract FDI to promote the technology level and rapid the development of economy society, resource-based regions must attract a large number of outstanding talent, improve infrastructure construction to appeal to a higher quality of investment, and encourage them to invest in high and new technology industry and so on, so that local companies can better absorb their technology spillover, promote their own technological innovation ability, and promote the rapid development of the local region. The non-resource-based areas also need to improve the technical innovation ability according to their own actual conditions of attracting foreign investment. Only in this way, the level of utilization of foreign capital in our country can generally getpromoted, the role of FDI to our country independent technology innovation can gradually emerge.
