| Purchasing, as one of the most fundamental processes of enterprise’s activities, is the process of the enterprise to obtain outer resources and the beginning of manufacture procedure. It could benefit the enterprise by reducing cost and increasing profit that make it an impotent part of the enterprise value chain. The risk management of purchasing is the key point to the development of an enterprise that guarantees the quality and benefit of purchasing and the necessary measure to realize the enterprise’s operational and strategic goals. A well-implemented risk management of purchasing could not only help the enterprise lower the probability of loss, but also turn the corner when risks occur, and even further produce additional profits. It could help the large state-owned enterprises set up good images, make wiser decisions and better implement social responsibility.At present, the Chinese enterprises, especially the large state-owned ones, do not have comprehensive researches on the risk management of purchasing. We mainly focus on how to avoid the risk, or lower the loss when risk happens, but spend little efforts on preventing potential risk through closed-loop management. So based on the basic theory of purchasing and supply chain risk management, this dissertation clarified the types of purchasing risk and proposed a risk research system based on risk identification, risk assessment, risk decision and effect evaluation and summarized all kinds of measures of controlling the risks. According to the research on the risk of purchasing process of certain large state-owned enterprise, this paper has organized the research results from risk identification to risk control measures; analyzed this enterprise’s purchasing risk management model; established a system of the full process of risk identification, assessment and control; proposed preliminary suggestions on risk control which developed into a knowledge base system that could provide necessary information for future study. |
