Ever since the reform and opening-up, the national economy has maintained a sustained, rapid and sound development. In such a climate, the income distribution system of state-owned enterprises must be reforming and perfecting with the developing of national economy. Its main feature is that China has witnessed a transition in principle of income distribution from according to work to the main systems of distribution in which distribution according to work and multi-distribution ways running parallel. In present, the income of state-owned enterprises maintains a smooth operation. However, there exist many problems in income distribution system, such as due to unreasonable, opacity, unopened and unjustified in distribution system have led to the growing gap between the enterprises manager and staff. It has tremendously damped the enthusiasm of the staffs. The state-owned enterprises' core competence was impacted and it has a negative influence on society to some extent because of the unreasonable distribution. Pressed by the reality of phasing out backward production capacities and control air pollution, how to reform the income distribution system of state-owned enterprises in Hebei province is becoming an important topic. Currently, the system conversion and structure adjustment of state-owned enterprises have stepped into a critical time. Many deep contradictions and problems are more and more exposed. From the wage system, the de-normalization distribution and enterprise autonomy unlimited expansion led to the strong capriciousness in income distribution of state-owned enterprises. The management owns the rights of income distribution and a passive acceptance of the workers and staff. That way, the staffs tend to overlook the dominant position in the labor markets. In order to achieve the purpose of fully rely on the market to adjust the allocation of resources, the reform of state-owned enterprise wage system in the face of great difficulties in the market environment. To reform of exist management system, the enterprises must have innovative consciousness and determination of break through the traditional system. Otherwise, the derail growth between wage system and market economy will refrain the staff's enthusiasm to some extent, hold back economic progress and have an adverse effect on enterprises developing.In this paper, we discussed the problems in the income distribution system of state-owned enterprises, with an example of Hebei province. This article divides into five parts for comment this issue. The first part is an introduction to the thesis topic, research ideas, research methods and significance. Part two mainly describes the theory basis of income distribution system reform of state-owned enterprises. The concept between income and distribution, justice and efficiency were illustrated in part two. The third part analysis the problems and status of the state-owned enterprises in Hebei province. Start from the reform history of wage system, the current conditions, the existent problems and reasons in the income distribution of state-owned enterprises were analyzed. Chapter four is about how to cope with the problems of wage gape of state-owned enterprises staff. Based on the analysis of the reasons in the last chapter, the author puts forward countermeasures to deepen state-owned enterprises reform and narrow the income gap. Chapter five is the conclusion.
