The 1994 tax reform so that independent economic interests of local governments in China highlights, among local governments for their own interests in a fierce competition, in which the non-tax revenue among local governments has become the primary means of competition for financial competition. Rather than the more types of income, so the competition is also more complex, different types of non-tax revenue to compete on economic growth impact will vary This article is based on the background of local non-tax revenue for provincial economic competition growth in a study designed to provide valuable reference proposal for the government at all levels of non-tax revenue.Firstly, the background and significance of the paper gives a brief overview of relevant research at home and abroad by non-tax revenue and its impact on competition on economic growth, etc. are outlined, and thus leads to innovation paper. Then, the paper competition and government non-tax revenues related to regional economic growth theories in detail, laid the theoretical foundation for the full text of writing. Secondly, competition of non-tax revenue has been checked and reveal the reasons for its existence, and then to our non-tax revenue among local governments current competition were analyzed. Thirdly, using the first hypothesis empirical way to 31 provinces for the study, build regression model, a detailed analysis of different types of non-tax revenue to compete on provincial economic growth. Finally, non-tax revenue management strategies and recommendations based on empirical results.In this paper, the main conclusions are: administrative fees and special income itself does not directly affect economic growth, but competition for space is conducive to economic growth. Confiscation of income, other income and budget revenue, not only in itself is not conducive to economic growth, but it also hinders the competitive space of economic growth to some extent. State-owned land revenue and competition for space are conducive to economic growth.
