Study On The Influence Of Difference Sequence,Organizational Support And Farmers' Willingness To Cooperation In The Water User Associations

The importance of farmer cooperation embodies that it can organize farmers effectively,in order to reduce the cost of agricultural production, increase the income of farmers. Rural community farmers' cooperation involves many aspects, such as the supply of public goods in rural areas. Because of the special nature of the assets and the natural monopoly characteristics of the irrigation district, the property of the irrigation district is a kind of public product resources, which inevitably leads to the free riding behavior in the water resource utilization; so it is better to invest and manage the public goods only by gathering the farmers together.Water user association is the main organization carrier of small water conservancy facilities' construction and protection, which plays an important role in the open water conservancy facilities "last mile". Enthusiasm of famers' participation has an important influence in the development and effect of Water user associations. In the farmer water users association, build up the farmer participation of small-scale irrigations' construction management and maintenance can effectively community farmers concentrated together, so as to improve the water use efficiency, reduce the cost of the irrigation farmers, Improve the utilization efficiency of small irrigation and water conservancy facilities.This paper studies the mechanism of farmers' cooperative behavior based on organizational support, difference order pattern and psychological contract. In the new pattern of difference sequence, farmers cooperate through the relationship between "emotion and interest", along with the alienation of their close relationship, the cooperation more need promoted by benefits. Psychological contract through the influence of farmers' psychological perception to affect the farmers' cooperation, creating a good atmosphere to increase the communication between farmers and tacit understanding will promote the willingness of farmers' cooperation.Based on the sample survey in Shandong Province, this paper clarifies the main factors influencing the farmers' participation in the water user associations. The results show that:The farmers' participation in the water user association is mainly affected by the individual characteristics, the situation of the household agricultural production, the development of thewater users' Association and the support of local government. Three variables of organizational support, psychological contract and difference sequence were selected to study the effect mechanism of the willingness to cooperate with farmers. Through cross level analysis model, the following conclusions are drawn: organizational support, psychological contract positive impact on Farmers' willingness to cooperate; and at the individual level,psychological contract acted as the mediate effect between organizational support and the farmers' willingness to cooperate. Finally, this paper takes the difference sequence as a team level variable and obtains that differential atmosphere negatively moderates the relationships between organizational support and psychological contract, while a negative relationship between the psychological contracts and to regulate the willingness to farmers' cooperate.
